
Doctrine Earth Force is dominated by the memory of the Earth-Minbari War. Procurement, planning and training are all focused on preparing for the last big war. This is justified on the grounds that the Minbari are not only the most likely, but also the most dangerous threat. The Terran forces intend to use aggressive synchronized maneuvers with all available force multipliers to overcome the Minbari advantages. If at all possible the Terrans intend to fight the next war as far as possible from Earth Alliance territory. A common failing for EF flagships is to have no specialized features to aid in their missions, and it is far too common for commanders of squadrons to wear 2 hats and command their own flagship. This renders the EF flagships vulnerable to crowding as the commander will have difficulty fighting his ship and his squadron simultaneously. Staffs are notoriously small, and thus must be experienced and highly trained to anticipate and deal with problems before they become critical.
Telepaths Human telepaths are organized into Psi-Corps. The Corps has been influential in politics recently despite an official ban on such activities, and also has significant economic strength. Psi-Corps operatives have been seconded to Earth Force Intelligence and have been appearing in EA military units with increasing frequency. There is a paramilitary organization within Psi-Corps called Black Omega. It is known to operate Auroras (recent intel suggests that the black Omega Starfury is not stealthy), and has unknown vessels to transport them, with at least some possessing the ability to form their own jump point. Report sighting of any Black Omega assets, and in particular Alfred Bester by whatever means are available. The Psi-Corps also has produced what may be the most effective police SWAT team in known space, in the form of the Hostage Response Team. Other, more obscure organizations are also known to exist. One of these is code named Sigma, and it is not clear if the government is aware of its existence or if this is an illegal force operated by factions within the Corps. Sigma appears to act in the interests of the Corps and telepaths in general, and is willing to go to great lengths, including assassination, to carry out its goals.
Organization Earth Force has the responsibility to conduct combat operations, peacekeeping, disaster relief, and some limited frontier police functions. Earth Force is noted for the high level of professionalism and skill of its members, despite the need to rapidly expand its numbers in the post Earth-Minbari War period. Earth Force is divided into 2 major branches, Army and Navy, and several minor branches. Chief of Fleet operations is Admiral Jason Ashvin Singh, and the Chief of Ground Operations is General Jennifer Romano. The Joint Chiefs act as a unified command to synchronize joint operations and the actions of the various branches, under General Hague.
Diplomacy The Earth Alliance has traditionally maintained close relationships with the League of Non-Aligned Worlds. The EA has also had good relations with the Centauri since First Contact, with only a few bumps on the way. Relations with the Narns and the Minbari are more strained, the Narns due to continual adventurism, and the Minbari for the legacy of the war. The EA has found a place for itself as the protector and spokesmen for the League, building great influence among the minor powers. The EA is aggressively pursuing an increased influence among the League and minor powers, perhaps as a counter to the Centauri.
Nation The Earth Alliance is a federation of member nations, whose leaders serve as the EA Senate, which has 120 members. Important colonies and territories send official observers who are not empowered to vote. The President is selected from the senate but cannot serve both capacities, requiring replacement to serve as president. The President acts as the executive branch, commander in chief of Earth Force and sets foreign policy. There is also a multi-tiered judicial branch. The Earth Alliance has universal adult suffrage. Earth's extra solar colonies are all less than a century old and are small and relatively fragile. Despite this, a deliberate policy of colonization and industrialization is underway to decrease the vulnerability of the EA to attacks on the Earth as one of the lessons of the last war. Yet the population of the Earth is 10 billion, making the few millions off-world seem an afterthought. The EA has been an interstellar power since 2161.
Current Separatist sentiment is growing in the colonies,
particularly Mars. The Government is currently still reconfiguring
after the untimely death of President Santiago, and his replacement
by President Clarke. There is also an increasing level of anti-alien
protests and some terrorist activities. The government is attempting
to avoid commitments to either side in the current Narn-Centauri
War, though humanitarian aid is being organized. Centauri actions
have lead to increasing strain between the EA and the Republic.
As part of the EA reaction to the Narn-Centauri War, the EA has
been strengthening its strategic situation especially within League
territory. The EA intervened in the internal affairs of the Shellasian
Triumvirate at the request of the legitimate government. This
will probably lead to an increasing EA presence in the Triumvirate.
The EA has just cemented a treaty with the Lumati, though the
details are not known. A Streib raid in Sector 92 lead to an EA
retaliation at the Streib homeworld. The tragic Draffa plague
which has effectively destroyed the Markab is currently the cause
of much concern in EarthDome.
