Doctrine Narn doctrine is designed to deal with Centauri doctrine. It enshrines swift decisive action. Narn forces are trained to use formulas and SOP's to allow operations to take place before the enemy is fully prepared. This is well suited to their most likely enemy, but renders them vulnerable if they misjudge the placement of the operation in time and space.
Telepaths Narns have no telepaths, and would like to rectify that.
Organization The Narns divide their forces into 3 basic branches. The Navy, Planetary Defense Forces, and the Army. The Narn armed forces have the normal combat role, and a police role which is restricted to the vicinity of planets. Narn forces have a strict Chain of Command, but provide wide latitude to a commander once orders are received. They count on SOP's and norms to prevent getting in each other's way. The home fleet is called the Gold Fleet, and also acts as the strategic reserve. The Narn Fleet is commanded by WarLeader G'Sten, with WarLeader Na'Dath commanding the Air/Space Defense Forces, and WarLeader Tu'Kath commanding the Army. Nearly all Narns serve some time in the Armed Forces, which is a meritocracy, with little political influence allowed to override military operations and decisions. The Narn fleet is organized administratively into the Battle Fleet, Reconnaissance and Fast Attack Squadrons. The pressure of combat is forcing ad hoc reorganizations that are making it difficult to track the current status of the fleet.
Diplomacy The Narn Regime, until recently, has been uninterested in close ties to any other nation. The defining characteristics are opposition to the Centauri and opportunism. With the long-awaited war upon them, the Narn still believe that there is no need for close ties to other powers. The League of Non-Aligned Worlds has attempted closer relations on several occasions, and the Earth Alliance has as well. The Narn have avoided any relationship with the Minbari.
Nation The Narn Regime is centered on their homeworld. The biggest civilian colony was only a quarter of a million and has been destroyed, underscoring their vulnerability to weapons of mass destruction. The paranoia of the Regime has prevented any real alliances from developing, and the aggressiveness and amoral arms sales have created many enemies. Additionally, any reasonable analysis shows that the current war with the Centauri can only result in a Narn defeat. The Narn are ruled by the Kha'Ri, who function as a legislative body. They have executive, legislative, diplomatic, military and religious spheres of responsibility. They can be thought of as an aristocracy or oligarchy. The Narn have been an interstellar power since 2210.
FleetEx A typical Narn Fleet Exercise is based on an attack on the Centauri Republic, involving a test of the current war plan for the destruction of the Republic, using the best current simulation of the Narn and Centauri fleets. The goal is incremental improvements in the plan, pending the appropriate time for implementation.
Current The Narn colony at Quadrant 37 has been destroyed
by forces unknown, with great speed and efficiency. The military
forces there were unable to send a distress call or identify their
attackers. An expedition sent to investigate found Centauri forces
and attacked. Within hours, the Narn Regime had formally declared
war on the Centauri Republic. The Narn currently hold Quadrant
27, having been kicked out of all other occupied systems. The
Narn government still believes the war can be survived, with only
minor concessions. This is an increasingly irrational view. The
Corillans have been defeated by the Centauri. The Streib raided
Narn shipping lanes, but the Regime lacked forces to divert away
from the front. The surrender of the Narn fleet at Quadrant 8
signaled a new period in the war, as the Narn no longer have the
combat power to seek an offensive solution. They now seek either
to make the war too costly for the Centauri, or allies. Based
on their past policies, this will almost certainly fail. Even
the Drazi have no desire to aid the Narn, particularly now with
such poor odds. The Narn have no official position on the Markab
plague due to the current emergency.
